National Telecommunication Corporation, an official telecomm service provider to the Government of Pakistan requires services of a dynamic professional for appointment as General Manager. Those having relevant experience with proven record of successful leadership in large public or private organizations may apply for the challenging assignments:

Qualification : BE/B.Sc/MS/Ph.D Engineering (Electronics / Telecomm, Electrical (major in Telecomm.) from HEC Recognized Institutions / Universities.
Experience (Post Qualification) :
  • BE/B.Sc (Engg.) - 17 years
  • M.S (Engg.) - 15 years
  • Ph.D (Engg.) - 12 years
Age : Age Limit : 45 Years

Terms & Conditions :
  • Contract Emoluments : As admissible to MG-II officer, alongwith other facilities as per rule.
  • Contract Period : The appointment will be on contract for a period of two years.

Major Repsobsibilities

General Manager (South), in addition to supervising, managing & controlling all regional / development activities, shall also improve existing systems to ensure efficient, effective and timely decision making and drive region as a fully performing unit taking timely decisions in all its defined spheres. Some of key job responsibilities are:

 A)    Administration, supervision & Control of operational region including:

  • Supervision and coordination of all divisions to ensure smooth and fault free qualitative telecommunication and IT operations.
  • Supervision control and maintenance of all operational activities, of long distance systems including OFS, DRS, switching and access network etc.
  • Planning for additional / new telecom requirements within the region.
  • To supervise the maintenance of all assets including equipment, building and vehicles in the region.
  • Implementation, up gradation and maintenance of all operational works in the region.
  • To monitor customer care activities.
  • To ensure revenue, recovery and reconciliation with HQ.
  • To supervise all financial matters of the directorates.
  • Recommends advocates and/ or implements, new and/or changes to existing policies and procedures, laws and regulations.
  • Supervises and organizes subordinate personnel including determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions. and other related HR activities of the region and coordinate with HQ in this regard.
  • Troubleshoots and diagnosis problems, make adjustments, repairs in NTC network in the entire region.
  • Day-to-day decision making of routine regional affairs.
  • Conduct training need analysis (TNA) and forward recommendations to NTC HQ for requisite trainings and/or courses, workshops etc.
  • Close Liaison with the senior Government officials/ NTC subscribers in the province.
  • HR management of all reporting officers/ officials in close alliance with that of NTC Business strategy.
  • Timely management of switching, transmission and data spares.
  • Strict financial control over maintenance/ operational expenditures.
  • To ensure timely and correct billing.
  • To evaluate various activities and prepare weekly reports on all maintenance/ development activities of the region, for further posting to NTC  HQ.
  • Switching and data networks to respective directorates, at NTC HQ.
  • To maintain proper record of all the equipment and the services provided to dofferent customers.
  • To establish a system of inspections on regular basis of the region, including all equipments, offices, Vehicles and administration etc.
  • Preparation of ACT-9 cases.
  • To coordinate with auditors.
  • Preparation of annual maintenance plan and forwarding the same to NTC HQ to be part of annual R&M plan.
  • Issuance of updated status of NTC connections on weekly basis.
  • Any other specialized task assigned by the competent authority.

  B) Administration, supervision & control of development Directorates including:

  • Network planning & preparation of proposals of all development projects, in the region.
  • Monitoring and supervision of on-going Development works / projects in the development region.
  • Preparation of detailed estimates and documentations pertaining to all Development Works such as ADP projects including new building / equipment / vehicles / outside plant etc.
  • Coordination for survey / site selection, building modifications, land procurement, new construction, power supply and other infra structure.
  • Presentation of Annual Development Plans through respective directorates.
  • Preparation and implementation of Policy Decision on Development Projects.
  • Fixation of physical targets for Director(s) for implementation of Operational/ Development works and supervision of achievements.
  • Arrange progress review and technical review meeting with field regions and also to issue monthly progress reports including setting targets for regional/ Development Director(s).
  • Appraisal of requirements of field Directors for execution of development works and making necessary arrangements for provisioning.
  • Issuance of administrative approval/ expenditure sanctioned memo for all approved development schemes.
  • Supervision of acceptance testing and issuance of provisional and final acceptance certificates.
  • Coordination with the vendors regarding speedy delivery of the equipment for implementation of development works.
  • Planning of viable projects for future growth of NTC by studying/ analyzing the new technologies for their induction.
  • Maintaining and updated record of future/ potential subscriber bank of NTC.
  • To write the PERs of all Regional, Maintenance and development Director(s).
  • Issuance of PAC/FAC of development projects.
  • Preparation and presentation of cases to NTC Management Board / DWP.
  • Any other task(s) assigned by the NTC Management.
